ICLS is a non-profit law firm whose practice is civil poverty law. Offices in Victorville, San Bernardino, Rancho Cucamonga, Riverside and Indio. Outreach to senior citizen, domestic violence and community centers in some areas. Legal services are provided by attorneys as well as paralegals whose casework is reviewed and supervised by attorneys.
Legal practice areas are domestic violence, family, housing, consumer, elder law, public benefits and education. Cases include custody/visitation and support; guardianships; private & public housing as well as mobile home park tenancies; real property foreclosures & disputes; predatory lending,claims of exemption for wage garnishments; fraudulent sales/contracts; welfare, food stamps, Medi-Cal, social security and SSI; unemployment insurance claims; individual rights (mental health, education, disability); drivers' licenses; small estates, simple wills, medical and general powers of attorney.

To be considered for acceptance, cases must be within the program's case priorities. All applicants are screened for financial eligibility. U.S. citizenship or legal status is required except for victims of domestic violence, sexual assault or trafficking.
ICLS provides legal advice and limited services including advice and preparation of court documents and negotiations. Representation in court and at administrative hearings are in selected cases only. ICLS provides referrals to social services agencies, county bar associations, pro bono legal clinics, as well as to other legal services organizations outside of the Inland Empire.
Due to volume, not all cases can be accepted, even when they are meritorious.
Language access for the Spanish speaking is provided directly by ICLS. Access in other languages can be arranged, including American Sign Language for the deaf and hearing impaired persons.
